To become a tutor you must:

Be a qualified teacher or
Be an education student or
Be a university student who excels in their subject area or
Be an expert in their field

Be reliable
Have the ability to establish rapport with students
Create engaging lessons
Able to assess a student and create lessons to target those needs
Have excellent written and verbal skills
Have a professional manner when dealing with clients
